Gregory Bovino, a U.S. Border Patrol commander with a track record of leading controversial immigration operations across multiple major cities, has been deployed to Minneapolis to oversee federal enforcement efforts following the fatal shooting of a woman by an ICE officer.
Bovino arrived at the scene on Thursday, walking down 33rd Street and Portland Avenue flanked by three masked agents, according to Minneapolis City Council member Jason Chavez. The commander, who has previously overseen operations in Los Angeles, Chicago, Charlotte, and New Orleans, is expected to lead Immigration and Customs Enforcement activities in Minnesota as part of the Trump administration’s expanded immigration crackdown.
Fatal Shooting Sparks Community Outrage
The deployment comes one day after an ICE officer fatally shot 37-year-old Renee Nicole Macklin Good during an operation in south Minneapolis. The Department of Homeland Security has deployed more than 2,000 officers to the area in what officials describe as the largest immigration enforcement operation of its kind.
Video footage captured by bystanders shows an officer approaching Good’s Honda Pilot and demanding she open the door before another officer fired at least two shots at close range as the vehicle moved forward. Good was shot in the head and later crashed into parked cars. A woman identifying herself as Good’s spouse said the couple had recently arrived in Minnesota with their child.
Federal-State Tensions Escalate
The shooting has created significant friction between federal and state authorities. Minnesota’s Bureau of Criminal Apprehension announced Thursday it was forced to withdraw from the investigation after the U.S. attorney’s office barred state participation, denying access to evidence and witnesses.
Minnesota Governor Tim Walz disputed the federal government’s narrative of events, calling it a “propaganda machine” and pledging to “stop at nothing to seek accountability and justice.” Minneapolis Mayor Jacob Frey was more blunt, calling Department of Homeland Security Secretary Kristi Noem’s characterization of the incident as “domestic terrorism” against ICE officers “bullshit” after reviewing the video himself.
Protests Continue at Federal Buildings
Hundreds of protesters gathered Thursday morning near the Whipple Federal Building at Fort Snelling, which houses several federal agencies including an immigration court and has served as a command center for federal agents. Demonstrators bundled in heavy coats carried signs reading “ICE Out Now,” “We deserve to be safe in our community,” and “Resist Fascism,” while waving American flags and chanting “Justice Now” and “Quit Your Job.”
Schools across Minneapolis canceled classes and activities as a safety precaution, with the city remaining on edge. A vigil for Good on Wednesday night drew hundreds of mourners who urged resistance to the immigration crackdown.
Investigations and Accountability Questions
The FBI is now leading the investigation without state involvement, a move that has drawn criticism from local officials who argue federal authorities cannot be trusted to investigate themselves. Hennepin County Sheriff Dawanna Witt emphasized the need for local agency involvement “for our communities.”
President Trump defended the ICE operation on social media, claiming Good “ran over” an officer, though available video does not show any officer being run over. Secretary Noem stated that federal agents are “not going anywhere” despite calls from state and local officials for ICE to leave Minnesota.
The incident marks a significant escalation in tensions surrounding the administration’s immigration enforcement policies, with Bovino’s arrival signaling continued federal presence despite strong local opposition.
